In Canada, approximately 35,000-40,000 youth experience homelessness annually. But what if communities could prevent this before it happens?
Youth homelessness is often treated as an unfortunate but inevitable crisis. Research and lived experience tell us something different: youth homelessness is predictable and preventable. When a young person loses stable housing, it rarely happens without warning. The signs are there: strained family relationships, gaps in support systems, disconnection from community.
When communities invest in early intervention, family reconnection, coordinated systems responses, and culturally responsive supports, young people can be supported before housing instability occurs.
That’s exactly what the new Youth Homelessness Prevention Toolkit for Community Entities (CEs) on the Homelessness Learning Hub is designed to help with.
How Community Entities Can Prevent Youth Homelessness
Local coordinators and community leaders play a critical role in shaping coordinated prevention-focused local homelessness responses. With the right tools, CEs can:
- Build and support a shared understanding of youth homelessness prevention
- Guide service providers to shift from reactive responses to early intervention
- Mobilize funding, partnerships, and cross-sector collaboration
- Align local strategies with evidence-informed prevention approaches
The toolkit provides practical, easy-to-access resources to support the implementation of youth homelessness prevention policies and programs at the community level.
Designed in Partnership with Community Entities
The Youth Homelessness Prevention Toolkit was developed by A Way Home Canada (AWHC) and the Canadian Observatory on Homelessness (COH) in partnership with ten CEs from across Canada supported by the Government of Canada’s Reaching Home program.
It is built specifically for local coordinators to support systems planning and prevention-focused decision-making
Designed for use across Canada, the toolkit helps communities build a shared understanding of prevention. It identifies how systems such as education, child welfare, housing, health, justice, and youth services can work together to reduce pathways into homelessness.
The toolkit brings key resources, tools, and implementation supports together in one place, making it useful for communities that are just getting started, as well as those looking to strengthen and refine existing prevention efforts. As new evidence, promising practices, and practical resources emerge, the toolkit will continue to be updated to reflect the evolving field and support continuous improvement.
What Youth Homelessness Is … And Is Not
Prevention is not about managing shelter stays more efficiently or providing crisis supports sooner. Youth homelessness prevention focuses on:
- Early identification of risk
- Strengthening protective factors, such as social inclusion and community connection
- Coordinated, cross-sector responses
- Supporting youth and families before a crisis occurs
By grounding prevention in evidence and shared language, the toolkit supports a shift toward proactive solutions that address root causes of housing instability.
What’s Inside the Toolkit
The toolkit brings together everything a CE needs to lead a prevention-focused local response:
- Definitions and shared frameworks so everyone, across housing, health, education, child welfare, justice, and youth services, is working from the same page
- Evidence-based interventions with guidance on adapting them to your local context
- Equity and Indigenous perspectives, centering the overrepresentation of Black and Indigenous youth and emphasizing culturally responsive, community-led approaches
- Implementation and planning tools including readiness assessments, gap analyses, and goal-setting supports
- Training and technical assistance resources designed for real-world use
These resources are designed to be practical, flexible, and usable in real-world community settings
Prevention Learning and Resources on the HLHub
The Homelessness Learning Hub serves as a central platform for learning, knowledge sharing, and capacity building across the homelessness sector.
Through the HLHub, Community Entities can:
- Access credible, evidence-informed resources
- Support continuous learning and improvement
- Strengthen local prevention strategies over time
The Youth Homelessness Prevention Toolkit is part of a growing collection of resources designed to support communities in building more effective, prevention-focused systems.
